Williams goes to block a defender, but never actually gets to one - even though he could have easily gotten to two if he wanted to. The fact that he does so makes me think it might have been a tight end screen - in which case, Williams should have blocked the CB rather than turning infield to look to (but not actually) block a linebacker. Of course, it could just be Freeman throwing a short pass to Stocker in the flat.
